Summary	Removing the doubled category labels on the content edit page in the CMS plugin
Description	Currently, on the content-edit.php page of the CMS plugin, the categories are listed twice above the dropdown. This bug may be fixed by changing the dot operator, `.=` to a regular assignment operator, `=` in the `echoCatPerms` function.
