Summary	It is not possible to check permissions by hasPerm() when the master user is logged.
Description	<p>I'm trying to check for users with admin permissions by calling hasPerm([2], user_id). This doesn't work when the current user has the master account. According to the documentation this function seems to be capable to check for permission level for any user, but currently this doesn't work that way.</p>

<p>We've resolved this by adding a flag in 5.1.7 that disables the check of the Master Account.</p>
