Summary	SaaS Manager form is not being submitted
Description	When a manager is managing a user, for example users/account.php?v=manage&u=4 the form can not be submitted because there are 2 forms nested (the other being the Make Manager buttons form), so the outer form with all the details and permissions setting options is not being submitted. Also there is a whitespace missing between the permissions checkboxes and their description ;)
