Summary	Remove Jquery Dependent Code
Description	The System Messages code in the footer requires Jquery - some templates don't ship Jquery (Darkly in particular) and we don't use it anywhere else in the UI, so we should overhaul this JavaScript code to not use Jquery and just use vanilla. This allows us to pull Jquery from templates (if we want) to reduce how heavy the templates are on sites.

I know we have a fair number of plugins that require jQuery. I'm down for rewriting this, but I expect not having jQ to be the exception not the rule for the next little bit.
