Summary	Check $user on hasPerm, checkMenu and securePage
Description	As an extension of #1304, we need to validate and gracefully fail in these functions if a user is not logged in/accessed by guest. I've done a lot of the leg work in 1304, but these functions are scary to change since they can destroy someone's installation if we don't test them completely.
