Summary	create onCloak and leaveCloak plugin hooks
Description	Allow routines to be performed as someone cloaks and unlcloaks.

Please let me know of any functionality changes as apart of this. I created the CloakPlus plugin and if anything will break it I'd like to know! Thanks.
