Summary	Sendinblue plugin fails to send password reset emails with override.php in use
Description	Downloaded the Sendinblue plugin, added API key, and had Sendinblue support activate my SMTP account for transactional emails. When attempting to send a user (coincidentally my backup acct) a password reset email, receiving the following in US system logs. IP User Log Type Action Timestamp x.x.x.x The Admin User Manager Sent password reset email to Scrapy Bot, Vericode expires at 2022-06-19 07:36:34. 2022-06-19 07:21:34 x.x.x.x The Admin sendinblue ERROR [400] Client error: `POST https://api.sendinblue.com/v3/smtp/email` resulted in a `400 Bad Request` response: {"code":"invalid_parameter","message":"email is not valid in to"} 2022-06-19 07:21:34 Clarifying info. BangingHeads — Today at 7:42 AM Looks like a bug The forgot password does a rawurlencode on the email address, the regular mail function does a decode Where the sendinblue does not Probably best to make a bug report

Forgot to mention. Sendinblue Plugin is most recent, reported as v1.0.2 dated 2022-04-06 in the Plugin Manager. Also unlocked and "updated" via Spice Shaker after receiving the above result just to be sure I didn't have stale code. Same result.
