It means something is hitting your users/cron/cron.php file.  Do you have anything on your cron jobs on your cpanel?  
The cron security would prevent that job from running unless you have it set to approve it in your general settings.  If you don't want that ip hitting your site, you can add it to your ip blacklist under Tools->IP Manager.
