Summary	Let users enable/disable Userspice features.
Description	<p>Create a way to let users decide what Userspice functions they want to use or not, choose by instalation or Userspice settings.</p> <p>This can be done through the fwrite functions so Userspice functions can be created and deleted on the fly from files and DB.</p>

Right now, if you go from 0 to 1 on show_tos, it will reset all the oauth users as having not accepted TOS (because they've changed).  We probably need a similar functionality for traditional users. I'll create a ticket.
