Summary	Issue with Sendinblue plugin
Description	I'm using the sendinblue plugin and some emails don't send. I added some debug information and dug around and found that sometimes the email function is called with the to address encoded (rawurlencode) and sometimes it is not. Examples: users/users_settings.php is not encoded $encoded_email = rawurlencode($email); $subject = lang('EML_VER'); $body = email_body('_email_template_verify_new.php', $options); $email_sent = email($email, $subject, $body); users/views/_admin_users.php is encoded. $to = rawurlencode($email); $subject = html_entity_decode($settings->site_name, ENT_QUOTES); $body = email_body('_email_adminUser.php', $params); email($to, $subject, $body); Sendinblue returns an error if the email address is encoded: ERROR [400] Client error: `POST https://api.sendinblue.com/v3/smtp/email` resulted in a `400 Bad Request` response: {"code":"invalid_parameter","message":"email is not valid in to"}
