Summary	Multiple viewport meta tags
Description	The meta viewport tag is defined in both usersc/includes/head_tags.php and usersc/templates/bs5/header.php. (Probably the one in header.php is the one that should be removed?)

I think I need to remove it from head tags for new installs because I can see a use case where different templates could want different tags there. Plus, removing it from the template involves going through every single template.
