Summary	UserTags plugin can't be deactivated or uninstalled
Description	I installed the UserTags plugin (v1.0.1) through SpicShaker. The plugin does not show up in the Plugin Manager, but does appear in the Plugins section of the Dashboard. It seems it automatically activated without my interaction. But because it doesn't show up in the Plugin Manager, there's no way to deactivate/uninstall it. I tried directly accessing https://localhost/usersc/plugins/usertags/uninstall.php, but the server complained that it couldn't find a required "init.php" file.
