Summary	Dashboard passkey toggle UI doesn't stay "on"
Description	users/admin.php?view=general#passkeys - toggle for "Enable Passkeys" is always "off" on page load. Even though they are enabled (and work)

Same for "Allow Passwordless Logins" on the same page, and the dropdown option for it seems to change to "Through clicking a link in the email"
