Summary	Mass Notifications should be editable, and only show up once on Admin Notifications
Description	<p>Mass Notifications horribly clutter the Admin Notifications panel, we should store these within a table and use a foreign key to map them out to the notifications table. If the foreign key exists, we only once put the notification, and it is editable as well to allow for easy changes. Edits change all of the notifications for that mass, and delete/read/unread functions are available.</p> <p> </p>

Consider pulling notifications from core and no longer ship with new installs and do as a plugin. Consider how this code will impact existing users.
