Summary	Fix up reAuth
Description	<p>Reauthorizing can be done via admin_verify.php or admin.php?view=verify. We should check the location they are coming from. If they're already on the ACP, let them continue to the ACP, otherwise, do not. We also need to make sure the validation for either style of URL is accepted.</p>
