This file is still in users. This code is mostly legacy now as we use the template system for fresher installs.

Yes - I understand - But a bug crept in. It was correct in previous version itteration and changed with the launch of 4.4 - This breaks peoples custom work from previous version when migrating to 4.4...

There is no usersc/includes/database-navigation.php by default...unless it was in 4.3 and got pulled.
