Summary	admin gets stopped at blank /user_agreement_acknowledge.php if Agreement is enabled.
Description	<p>I suppose the agreement page should be changed per install for each use, but the default agreement seems blank and can't continue. There is no Accept agreement button and continue.</p> <p>I have to use back button then goto home.</p> <p>If i disable Agreement the login proceeds as normal.</p>
