Summary	admin.php using outdated dictionary
Description	<p>Line 25 in admin.php loads users/includes/dashboard_language.php which appears to be an outdated dictionary. As a result, many language tokens in the admin panel cannot be translated.</p>

I gave up on backend translation due to the long strings.  It's still possible but I didn't get it out for 5.  I'd like to have 2 language files for back/front because I expect some languages to wind up translated in one but not the other....for now.
