Description	<p>You can spam!!! Set some timeouts, select count of messages FROM user within x amount of time, produce error</p>

Consider pulling messages from core and not ship with new installs, and code as plugin. Consider how this impacts existing installs.

5 threads/messages within 60 seconds default timeout. Provide seperate settings configured via admin_messages.php. Select the Count and if greater than or equal to 5, do not send. Exception if Admin?
