Description	<p>Set Current_Session in MySQL and PHP timezone based on User set timezone.</p>

<p>We need to make sure if and when we do this, it doesn't impact the use of timestamps in PHP and MySQL. The two already have a bad relationship with ensuring data is consistent.</p>
