Summary	jquery-ui not loaded but tooltip is being called
Description	<p>The footer file: /usersc/templates/standard/footer.php has a script that initializes tooltip.<br />$('[data-toggle="tooltip"]').tooltip();</p> <p>There are pages that do not load jquery-ui.  For example I was trying the stripe example.php which uses the footer but does not load jquery-ui.</p> <p>For a temporary fix, I load jquery-ui right before the script:<br /><script src="https://cdnjs.cloudflare.com/ajax/libs/jqueryui/1.12.1/jquery-ui.min.js"></script><br /><script type="text/javascript"><br />$(document).ready(function(){<br />  $('[data-toggle="tooltip"]').tooltip();<br />});<br /></script></p> <p>Tooltip seems to used in a limited number of pages.  Maybe they can be called on an as-needed basis?</p> <p> </p>

<p>Tooltip should be pulled from core if we are not shipping jquery loading.</p>
