Summary	Form closed before ending paragraph tag in _admin_permissions.php
Description	<p>There is a tag issue in the "Create a new permission level" form code.</p> <p>The closing paragraph tag </p> is at line 74.  This is after the closing form tag </form>.  The closing paragraph tag should be moved to line 72 to be just before the </form> tag.</p> <p>Please consider this change for proper page html validation.</p>
